The restoration of
In Malaya
(1) Training facilities at the Technical School, Kuala
Lumpur.
(ii) The Agricultural College, Serdang.
(iii) The Forestry School, Kuala Lumpur.
(iv) The Trade Schools, Singapore, Penang, Kuala Lumpur,
Ipoh, Bagan Serai, Malacca and Johore Bahru.
(v) Evening classes in vocational subjects.
17. Our attention was drawn to the report of the Commission on Higher Education in Malaya, 1939, and we were advised that the Secretary of State had, in 1941, proposed that a policy of development along the lines favoured by that Commission should be adopted as soon as conditions permitted. We wish to be ascociated with that proposal and especially with the suggestion that an early decision in principle should be taken on the contral recommendation of the report, namely, the establishment of a University College in lalaye, if only to avoid any vosting of interests and any interim action which would prejudice further development along the lines of the report. In this connection, we suggest that the new elreumstances will offer the possibility of considering the establishment as part of a long-term educational policy, of a University in Malaye, possibly at or near Kuala Lumpur, a location which we consider would have distinct advantages from the educational poi it of view.
18. Finally we recommend that an expert be appointed to examine and report on the educational buildings and equ ́pment available as soon as practicable and that his report should be available for, and that he should be a member of, the Commission of Enquiry proposed in paragraph 10 above.
